Práce se zaměřuje na podrobné rozdělení správy ve státě. Rozdělení na veřejnou a soukromou správu. V teoretické části je dále vysvětleno právní postavení obcí. Zabývá se otázkou přenesené a samostatné působnosti obcí. Dále řeší orgány obce, jejich vztahy, pravomoci a postavení. Posledním bodem v teoretické části jsou obecně závazné vyhlášky. Průběh tvorby, platnosti, účinnosti, zasílání, zpřístupnění, změny a zrušení obecně závazných vyhlášek. V praktické části se práce zaměřuje na analýzu platných obecně závazných vyhlášek sdružení obcí Hornolidečska. Jde konkrétně o obecně závazné vyhlášky upravující poplatky za psa, poplatek za provoz systému shromažďování, sběru, přepravy, třídění, využívání a odstraňování komunálních odpadů, a také poplatek za užívání veřejného prostranství. Každá obec má pravomoc vydávat obecně závazné vyhlášky a proto má práce poukazuje např. na jejich rozdíly, sazby, sankce způsob zveřejnění. V dalším úseku praktické části je vytvořen návrh konkrétní obecně závazné vyhlášky upravující užívání volně přístupných prostranství, konkrétně pak rybníků v obci Prlov. |

The work focuses on the detailed description of the administration in the state. Divided on the public and the private administration and its divisions. It takes care of state and idndependent areas and their functions. Then it takes care of area's administrators, their relations, their laws and their posts. The last point of the theoretical part of this document takes place at generally required laws. The process of creating these, validity, efficiency, sending, accesing, changing and canceling the generally required laws. In the practical part the work is about analysing valid these laws of the association of Hornolidečsko areas. Especially it is taking part at laws about the dog fee for dog owners, fee for the operating of a system for congregation of trash, transportation, sorting out, using, and clearing out communal waste, and also a fee for using of public areas. Every area (region) is free to create generally required laws and that is why my paper shows that, for instance, their differences, fees, fines, cellaries reached out of local fees and reason of publication. In the next part of the practical part there is a draft of concrete generally required law taking part at using of free public areas, especially ponds in the Prlov area. |
