Obsahem bakalářské práce je rozbor místa a úlohy Policie České republiky v podmínkách krizového řízení a zejména pak v podmínkách krizového řízení Jihomoravského kraje. Práce se dotkne popisu postupu základní složky integrovaného záchranného systému. Policie České republiky při řešení mimořádné události. Práce je v teoretické části zaměřena na analýzu současného stavu, rozboru platné legislativy, zhodnocení úlohy a místa Policie České republiky v podmínkách krizového řízení, poslání a všestranného zabezpečení Policie České republiky v běžném výkonu i při řešení krizových stavů. Praktická část je zaměřena na rozbor antropogenních a živelních událostí za posledních 5-10 let v Jihomoravském regionu, posouzení metodiky řešení a zapojení Policie České republiky na dvou zvolených případech z praxe, které byly konfrontovány s typovými plány vyhotovenými k řešení obdobných mimořádných událostí. V závěru práce je na základě teoretického rozboru a praktického řešení modelových úloh, navrhnuto vlastní opatření k zlepšení stávajícího stavu a navrhnutí nových řešení k eliminaci stávajících nedostatků. |

The subject of this bachelor thesis is the analysis of the place and role of the Police of the Czech Republic in the conditions of the crisis management and namely in the conditions of the crisis management of the South-Moravian Region. The thesis will deal with the description of the operation of the Integrated Rescue System's basic element - the Police of the Czech Republic during addressing an emergency event. The theoretical part of the thesis is focusesd on the analysis of the current state, legislation in force, assessment of the place and role of the Police of the Czech Republic in the conditions of the crisis management, mission and general support of the Police of the Czech Republic during ordinary work and during addressing emergencies, as well. The practical part is focusesd on the ana-lysis of the anthropogenic and natural events for the last 5-10 years in the South-Moravian Region, evaluation of the solution methodology and participation of the Police of the Czech Republic in two selected cases from the practice which were confronted with the model action plans prepared for the solution of similar emergencies. At the end of the thesis, a measure of my own is proposed, based on the theoretical analysis and practical solution of model tasks, in order to improve the existing status quo, and new solutions are proposed to eliminate the current shortcomings. |
