Tato diplomová práce se zabývá možnostmi měření výkonnosti a kvality v obcích ČR, a současně problematikou udržitelného rozvoje. Cílem práce je navrhnout obecný koncept metody Balanced Scorecard, který by byl využitelný pro obce a navazoval na pilíře udržitelného rozvoje. Hlavním úkolem je navrhnout sadu měřítek v každé z perspektiv BSC a propojit je s okruhy udržitelného rozvoje. Práce je rozdělena do dvou částí, a to na teoretickou část a praktickou část. Teoretická část se zabývá průzkumem manažerských metod řízení výkonnosti a kvality v oblasti veřejné správy. Dále hlouběji popisuje metodu BSC samotnou a uvede čtenáře do problematiky udržitelného rozvoje. Praktická část zahrnuje analýzu využití metody BSC na úrovni obcí Uherské Hradiště a Vsetín. Na základě získaných poznatků je navržen obecný koncept metody BSC využitelný pro obce ČR, který navazuje na principy udržitelného rozvoje a obcím může pomoci jednak ve zlepšení řízení jejich výkonnosti a jednak jako určitý strategický dokument. |

This thesis deals with the possibilities of measuring performance and quality in the municipalities of the Czech Republic alongside with the issue of sustainable development. The aim is to propose a general concept of the Balanced Scorecard method, which would be usable for municipalities and followed the pillars of sustainable development. The main task is to design a set of measures in each of the perspectives of the BSC and connect them with field of sustainable development. The thesis is divided into two parts, the theoretical part and the practical part. The theoretical part deals with the exploration of performance management methods and quality in public administration. In addition, it further describes the BSC itself and informs the readers about issues of sustainable development. The practical part includes an analysis of the use of the BSC method in towns Uherské Hradiště and Vsetín. Based on these findings is proposed general concept of the BSC method usable for the municipalities, which follows the principles of sustainable development and could help municipalities to better control their performance, and as a strategic document. |
