Tato diplomová práce je zaměřena na problematiku sestavování rozpočtového výhledu na úrovni obce. Teoretická část práce popisuje hospodaření obcí v České republice, rozpočet a rozpočtový proces. Tato část je doplněna vyjádřením Ministerstva financí k zadluženosti obcí v České republice v letech 2010 až 2012. Dále práce definuje rozpočtový výhled, popisuje postup pro jeho sestavení a zdůrazňuje jeho význam ve finančním plánování obce. Navazující praktická část obsahuje analýzu hospodaření obce Dolní Lhota v letech 2010 až 2013, která je následně podkladem pro sestavení rozpočtového výhledu. Rozpočtový výhled je sestaven na roky 2015 a 2016 ve 2 variantách. V závěru práce je zhodnocen stávající způsob sestavování rozpočtového výhledu a jsou předloženy návrhy na jeho zlepšení. |

This diploma thesis is focused on drawing up the budget outlook on the municipal level. The theoretical part of the thesis presents the financial management of municipalities in the Czech Republic, the budget and the budget process. This part is supplemented by the statements of the Ministry of Finance to indebtedness of all municipalities in the Czech Republic in years 2010 to 2012. The thesis also defines the budget outlook, describes the process of its compilation and underlines its importance in the financial planning of the municipality. The practical part of the thesis contains financial analysis of the municipality Dolní Lhota in years 2010 to 2013 which is subsequently basis for compilation of the budget outlook of the municipality. The budget outlook is drawn up for years 2015 to 2016 in 2 options. In the conclusion of the thesis there is assessed the existing method of drawing up the budget outlook and are presented proposals to its improvement. |
