Tato práce se zabývá problematikou spolupráce obcí v rámci svazků uzavíraných za účelem výstavby místních kanalizací a společných čistíren odpadních vod (dále jen "ČOV") a jejich hlavní úkoly. Práce je rozdělena do 8 kapitol. V první kapitole se zaměřuji na obce v ČR, jejich charakteristiku a funkci. V druhé kapitole pak na formy spolupráce, které mohou obce uzavírat, výhody a nevýhody spolupráce obcí. Ve třetí kapitole pojednávám o legislativě, která se vztahuje k této problematice. V kapitole čtyři se zabývá charakteristikou ČOV a kanalizace a také, jaké výhody a nevýhody jsou spojené s provozováním obecních ČOV. V kapitole pět a šest se zabývám samostatným spolkem obcí Kelčany, Milotice, Skoronice, Vacenovice a Vlkoš, který byl uzavřen za účelem výstavby místních kanalizací a společné čistírny odpadních vod. V sedmé kapitole jsou uvedeny nebezpečné a závadné látky, s kterými se v areálu ČOV zachází. V osmé kapitole je výčet a popis možných cest havarijního odtoku vod použitých k hašení v místě možného vzniku, opatření při jednotlivých typech havarijních úniků a odstraňování následků havárie. |

This thesis deals with the cooperation of municipalities within the volumes concluded for the construction of the sewerage system and common sewage treatment plant (the "WWTP") and their main tasks. The thesis is divided into 8 chapters. In the first chapter, I focus on communities in the Czech Republic, their characteristic and function. In the second chapter, I am talking about cooperative forms, which may these parishes close and about benefits and disadvantages of the cooperation. In the third chapter is dealing with legislation, which is connected with this problem. In Chapter four deals with the response curve WWTP and sewerage, and what advantages and disadvantages are associated with the general operation of the WWTP. Chapter five and six are talking about the separate society of the parishes Kelčany, Milotice, Skoronice, Vacenovice and Vlkoš, which was closed in order to construction of local sewage systems and common sewage treatment plan. In the seventh chapter are presented dangerous and defective substance, which are manipulated in the compound of the sewage treatment plan. In the eighth chapters contains the listing and description of the emergency water outflow´s possible ways, which are used to the extinguishing in the place of possible fire origin. The last chapter contains the measures by the individual types of emergency leakages and the possibilities of emergency effects removal. |
