Tématem této bakalářské práce je instituce veřejného ochránce práv. Nejprve se práce věnuje historii veřejného ochránce práv, jeho vývoji a vzniku. Další kapitolou je poté samotná charakteristika a definice veřejného ochránce práv, které můžeme různě nalézt v literatuře, nebo třeba webových zdrojích včetně definic přeložených z anglického jazyka. V práci je také popsána působnost veřejného ochránce práv, která se vztahuje také na možnost návštěv zařízení, kde se nacházejí osoby omezené na svobodě. Následovně jsou charakterizovány také pravomoci a zvláštní oprávnění při výkonu funkce veřejného ochránce práv. Jednou z kapitol je také samotná činnost veřejného ochránce práv a jiné podrobnosti, které se činnosti týkají. V závěru práce jsou poté uvedeny příklady, kdy státní úřad způsobil účastníkovi škodu. |

The theme of this bachelor thesis is the ombudsman institution. As first, the work focuses on the history of ombudsman, his development and birth. Next chapter aims on characteristics and definitions of the ombudsman, which we can found in the literature, or web sources including the definitions which are translated from english. The work also describes the terms of reference of the ombudsman which also include the possibility of visits in facilities, where people are deprived of their freedom. As a next are also characterized powers and special authorities in the performance of the ombudsman. One of the chapters is also the act of the ombudsman and other details about his activities. At the end of this work are examples where state authority has caused damage to the participant. |
