Předmětem práce bylo osvětlit platnou krizovou legislativu v České republice (včetně jejího stručného vývoje a zdrojů) a na příkladu reálného řešení rozsáhlých krizových situací ve Zlínském kraji provést analýzu funkčnosti, slabin a naopak silných stránek naší krizové legislativy zejména na úrovni samosprávných územních celků krajů a obcí s rozšířenou působností. Práce se zabývala zásadními aspekty krizové legislativy, zejména rolí orgánů státní správy a samosprávy na úrovni krajů a obcí, které se zabývají krizovým řízením, dále definováním jednotlivých krizových stavů, systémem krizového plánování a finančním zabezpečením na úrovni krajů a ORP. Tyto jednotlivé aspekty pak práce analyzuje s ohledem na reálně řešené krizové situace ve Zlínském kraji. Dochází k závěru relativně vysoké funkčnosti krizové legislativy v ČR s tím, že definuje její dílčí slabiny a navrhuje jejich řešení. |

The object of this thesis is explaining current legal system for crisis in Czech Republic (including its brief development and sources). On an example it is going to show the solution of expansive crisis in Zlín region with an analysis of functionality, weaknesses and strengths of our crisis legal system especially on self-government regions. The thesis is concerned with essential aspects of crisis legal system, especially with the roles of regional agencies and defining the different crisis condition, system of crisis planning and financial funding. These particular aspects are analysed with regards to real-life situations in Zlín region. A conclusion is reached that the crisis legal system is relatively functional and its part weaknesses are defined and a solution is proposed. |
