Cílem práce je provést analýzu implementace koordinačních, monitorovacích a kontrolních systémů nastavených pro čerpání finančních prostředků z fondů Evropské unie a navrhnout doporučení, která by v příštích letech mohla vést k zrychlení a zefektivnění čerpání dotací v jednotlivých operačních programech. Teoretická část popisuje příčiny vzniku, minulé a současné programovací období ve vztahu k Regionální a strukturální politice EU. Praktická část představuje implementační strukturu řízení fondů EU v České a Slovenské republice. Následně bude uvedena implementace ROP NUTS II Střední Morava. Srovnání OP Život-ní prostředí v ČR a SR. Podle předchozích výstupů jsou navrhována doporučení, která by mohla přispět k zefektivnění implementační struktury a snadnějšímu čerpání evropských prostředků. |

The goal is to analyze the implementation of coordination, monitoring and control systems configured for drawing money from EU funds and to propose recommendations that would in the coming years could lead to the acceleration and streamlining the grants in each operational program. The theoretical part describes the causes, past and current programming period in respect of regional and structural policy. Furthermore, an implementation structure management of EU funds. The practical part compares the implementation structure in the Czech Republic and Slovak republic. At the same time compares the OP Environment CZ and OP Environment SK in terms of their effectiveness. Under the previous outputs are proposed recommendations, who-frame could help to streamline the implementation structure and facilitate the utilization of European funds. |
