Bakalářská práce se zabývá problémem aktivizace občanů obce při hrozící povodni prostřednictvím orgánů obce. Cílem práce je popsat rozdělení povodňových orgánů obce před povodní a po ní a následné vyhodnocení protipovodňové ochrany města Uherské Hradiště. V teoretické části jsou popsány povodně a její druhy, povodňové plány, ochrana obyvatelstva, legislativa vztahující se k této problematice, popis orgánů obce a dalších složek. Praktická část se zaměřuje na povodně na Uherskohradišťsku v roce 1997, popis orgánů města Uherské Hradiště v oblasti protipovodňové ochrany, vývoj této ochrany, její zhodnocení pomocí dotazníku a návrh opatření. |

This bachelor thesis deals with the problem of the activation of the citizens by the municipal authorities in a case of a flood threat. The thesis aim is to describe divisions of the flood municipal authorities before and after a flood and then to evaluate the flood protection in Uherské Hradiště town. The floods and their kinds, flood plans, protection of the citizens, the flood legislation, description of the municipal authorities and their branches are described in the theoretical part. The practical part focuses on the floods in the region of Uherské Hradišté in 1997, on the description of the municipal authorities of Uherské Hradiště town in the field of the flood protection, the development of this protection, its evaluation with the help of the questionnaires and the suggestion of the precautions. |
