dc.description.abstract	Diplomová práce se zabývá investiční akcí a způsobem jejího financování s využitím dotace ze strukturálního fondu EU. Cílem je zhodnotit projekt Revitalizace Gahurova prospektu z hlediska jeho přijatelnosti, vlivu na hospodaření města a na jeho celkový rozvoj. Dalším cílem je navrhnout způsob financování této investiční akce a zhodnotit vliv navržených variant na rozpočet města. V teoretické části se práce zaměřuje na základní pojmy souvise-jící s obcemi a jejich hospodařením, regionální politikou, strukturálními fondy a současným programovacím obdobím 2007 - 2013. Součástí práce je i popis systému kontroly a řízení projektů. Dále práce obsahuje kapitoly o finanční analýze a dotačním procesu. Analytická část je věnována socio-ekonomické analýze města, analýze rozpočtů města za období 2009-2012 a finanční analýze. Praktická část obsahuje hodnocení projektu a návrh jeho financování, analýzu kontrolního a řídicího systému a návrhy na jeho zlepšení. Pro komplexnost je přidána kapitola o návaznosti projektu na strategické dokumenty.	cs

dc.description.abstract-translated	This thesis deals with the investment project and its financing by the Structural Funds of EU. The aim is to evaluate the project Revitalizace Gahurova prospektu in terms of its acceptability and impact on the economy and the overall development of the city. Another goal is to find the best way of financing of the project. The work includes analysis of the control and management system. The theoretical part focuses on the basic concepts associated with municipalities and their management, the regional policy, structural funds and the current programming period 2007 - 2013. It also contains a chapter about financial analysis and the process of gaining grants. The analytical part is devoted to socio-economic analysis of the city and analysis of budgets of 2009-2012 and financial analysis. The practical part contains the evaluation of the project and its financing, analysis og monitoring and control system and proposals for its improvement. A chapter about the link between the project and the strategic documents of the city is included.	en
