dc.description.abstract	Diplomová práce se zabývá problematikou sestavování rozpočtového výhledu na úrovni obce. Cílem práce je navrhnout rozpočtový výhled obce Horní Moštěnice na roky 2017 a 2018. Teoretická část popisuje finanční hospodaření obcí v České republice, rozpočet a rozpočtovou skladbu. Dále práce definuje rozpočtový výhled, zabývá se jeho metodikou sestavení a zdůrazňuje jeho význam ve finančním plánování obce. Praktická část se věnuje analýze hospodaření obce Horní Moštěnice v letech 2011 až 2015, která je následně základem pro sestavení rozpočtového výhledu obce. Rozpočtový výhled je sestaven na roky 2017 a 2018 ve 2 variantách. V poslední kapitole je zhodnocen stávající způsob tvorby rozpočtového výhledu a jsou předloženy možnosti zlepšení postupu při jeho sestavování.

dc.description.abstract-translated	Diploma thesis deals with the budget outlook on the municipal level. The aim of the thesis is to propose the budget outlook of the municipality Horní Moštěnice for the years 2017 and 2018. The theoretical part describes the financial management of municipalities in the Czech Republic, the budget and the budget structure. The thesis also defines the budget outlook, deals with the methodology of compilation and underlines its importance in the financial planning of the municipality. The practical part is devoted to the financial analysis of the municipality Horní Moštěnice in years 2011 to 2015, which is subsequently basis for drawing up the budget outlook of the municipality. The budget outlook is drawn up for years 2017 to 2018 in 2 options. The final chapter evaluates the existing method of creation budgetary outlook and are present-ed options for improving the procedure for its compilation.
