Bakalářská práce je zaměřena na působnost a pravomoci orgánů obce v oblasti ochrany obyvatelstva. Práce je rozdělena na část teoretickou a praktickou.V teoretické části jsou prezentovány základní pojmy, bezpečnost České republiky, související legislativa,práva a povinnosti orgánů obce. Praktická část je věnována charakteristice obce Ptení a jejím hrozbám a rizikům. Součástí je simulace dopravní nehody s únikem nebezpečné látky. V příloze je navržen Plán odezvy obce. |

The thesis is focused on the scope and authorities of the municipalities in the area of protection of population. The work is divided into two parts, theoretical and practical. The theoretical part deals with security of the Czech Republic, related legislation, of the municipality.The practical part is dedicated to the characteristics of the municipality Ptení and its threats and risks. Part of it is the simulation of a traffic accident with leakage of dangerous substances. The Annex presenst the proposed plan of the municipality response. |
