Celá práce byla věnována jedné ze složek úhrad lůžkové péče, a to péči hrazené prostřednictvím DRG. Cílem diplomové práce bylo prokázat užitečnost statistických nástrojů při řízení zdravotnického zařízení coby signálů možného neefektivního, nehospodárného či neúčelného vynakládání finančních zdrojů při poskytování zdravotní péče ve vybrané organizaci. Využit byl především nástroj klinicko-ekonomický profil, který vychází z klasifikačního systému DRG. V práci byl porovnáván klinicko-ekonomický profil a jeho údaje z celorepublikových průměrů pro jednotlivé typy lůžkových zařízení a údaje z klinicko-ekonomického profilu zvolené organizace. Podstatou řešení bylo odhalení signálů naznačujících neefektivní návyky v systémovém přístupu v poskytování a vykazování zdravotní péče na vybraných oddělení organizace a po jejich identifikaci byly následně vyčísleny finanční hrozby z nich plynoucí. Navržené řešení obsahuje projekt, který v několika krocích nabízí možný postup řešení nedostatků zjištěných analýzou KEP, včetně vyčíslení finančních hrozeb a rezerv. Na základě zjištěných skutečností je možné zefektivnit chod organizace. Výsledky lze zobecnit a za pomocí již identifikovaných systémových chyb závěry uplatnit i na další oddělení organizace a tím minimalizovat náklady, popřípadě maximalizovat příjem v souladu s pravidlem poskytování zdravotní péče lege artis. |

The whole thesis was devoted to one of the components of inpatient care payments, namely the care covered by DRG. The goal of the thesis was to prove the usefulness of statistical tools in managing medical facility as a signal of possible inefficient, wasteful or ineffective spending of resources in providing health care in the selected organization. Mainly used tool was so called clinical-economic profile which is based on the DRG classification system. The clinical-economic profile and its data from nationwide diameters of individual types of inpatient facilities were compared to data from clinical-economic profile of the selected organization. Nature of the solution was the unveiling the signs indicating inefficient habits in a systemic approach in providing and reporting health care on selected departments of organization and after their identification the financial threats were subsequently quantified. The proposed solution includes a project which in a few steps features a possible procedure that deals with deficiencies identified by KEP analysis, including quantification of the financial threats and reserves. According to the findings, it is possible to streamline the running of an organization. The results can be generalized and with the help of already identified systemic errors conclusions can be applied to other departments of the organization. This can minimize the costs or maximize the income in accordance with the regulations providing health care lege artis. |
