Cílem diplomové práce je navrhnout zlepšení povodňové ochrany městských částí Uher-ského Hradiště. Teoretická část definuje právní rámec ochrany obyvatelstva, základní zá-sady ochrany obyvatelstva, charakteristiku povodní a povinnost správních orgánů při zajiš-tění povodňové ochrany. Teoretická část práce vytváří znalostní základ pro praktickou část, která se zabývá analýzou současného stavu řešení ochrany obyvatelstva v městských částech Míkovice, Vésky, Jarošov a Štěpnice zaměřenou na povodňový plán. V praktické části bude popsáno okolí městských částí, povodňová historie a dále zhodnocení povodňo-vé ochrany s návrhy na zlepšení. |

The aim of this diploma thesis is to propose an improvement of the flood protection of the city districts of Uherské Hradiště. The theoretical part defines the legal framework and basic principles of the population protection, the floods characteristics and the obligation of the administrative authorities to ensure an overall flood protection. The theoretical part of the thesis also creates a knowledge base for the practical part which deals with the analysis of the current state of the population flood protection focused on the flood plan in the city districts Míkovice, Vésky, Jarošov and Štěpnice. The practical part is focused on the description of the city districts neighborhood, the flood history and the evaluation of flood protection concept with suggestions for improvement. |
