dc.description.abstract	Práce řeší problematiku možných rizik obce s rozšířenou působností a jejich prevenci. Teoretická část má za cíl čtenáře seznámit se základními informacemi, týkající se práce. Zahrnuje legislativu a právní normy, které jsou velice důležitým pilířem pro tuto problematiku. Dále jsou definovány základní pojmy a teorie, vztahující se k ochraně obyvatelstva, které jsou dostatečné pro pochopení praktické části. Praktická část obsahuje popis obce s rozšířenou působností Vsetín, včetně identifikace rizik vyskytujících se na tomto území, a následně je provedeno jejich hodnocení a analýza. Identifikované hrozby jsou následně vyhodnoceny s využitím zvolených metod. První zvolenou metodou je metoda What - If, která je hlavním podkladem pro hodnocení rizik, zvolenou metodou PNH. S využitím programu TerEx jsou simulovány dvě události reálně možného úniku nebezpečných látek, jehož výstupem je pásmo ohrožení obyvatelstva. Výsledkem práce je prevence hrozeb a jejich eliminace na přijatelnou úroveň. Výsledky diplomové práce lze využít jako podkladový dokument pro plánování krizové připravenosti obce.

dc.description.abstract-translated	This thesis deals with the issue of possible risks of the municipality with extended field of activity and their prevention. The aim of the theoretical part is to make the reader acquainted with basic information concerning this thesis. It includes legislation and legal norms that form a very important pillar for this issue. Thereinafter, the basic notions and theories concerning the protection of the population are defined. This is sufficient for understanding the practical part. The practical part contains a description of Vsetín, the municipality with extended field of activity. Also it contains the identification of risks occurring in this area. Then their evaluation and analysis is made. The selected methods are used for the evaluation of identificated threats. The first selected method is the method "What - If" which is the main basis for risk assessement, the "PNH" selected method. Thanks to using the "TerEx" programme, two "incidents of possibly real escape of hazardous substances are simulated. Its result/output is a zone of danger for the population. The result of this thesis is the prevention of threats and their elimination to an acceptable level. The results of this Master thesis can be used as basis document for planning the crisis preparedness of the municipality.
