Bakalářská práce je rozdělena na dvě části, konkrétně na část teoretickou a praktickou. V teoretické části jsou definovány hlavní pojmy a je vypracována literární rešerše popisující současný stav řešené problematiky. Důraz je kladen na behaviorální ekonomii a její využití ve veřejné správě. V praktické části je analyzováno město Uherský Brod a jeho městský úřad. Po této analýze je vytyčena problémová oblast za pomoci semistrukturovaného rozhovoru s tajemníkem městského úřadu. Navržená řešení, formou behaviorální intervence, jsou uskutečněna v ekonomickém odboru, a to konkrétně u formulářů zasílaných neplatičům. Jde o upomínky a vyrozumění. Formy intervence jsou podloženy příklady z praxe z jiných zemí a měst. Navrženy jsou varianty méně výrazné a výraznější behaviorální intervence. Tyto návrhy, společně s další možnou spoluprací, jsou poskytnuty městskému úřadu k posouzení. |

The bachelor thesis is divided into two parts, namely the theoretical and practical part. In the theoretical part the main concepts are defined and a literature search describing the current state of the problem is prepared. The emphasis is on behavioural economics and its application in public administration. The practical part analyses the city of Uhersky Brod and its municipal authority. After this analysis, the problem area is delineated with the help of a semi-structured interview with the secretary of the municipal authority. The proposed solutions, in the form of a behavioural intervention, are implemented in the economic department, specifically for the forms sent to non-payers. These are reminders and notices. The forms of intervention are supported by examples of practice from other countries and cities. Variants of less and more significant behavioural intervention are proposed. These proposals, together with other possible cooperation, are provided to the city council for consideration. |
