dc.description.abstract	Diplomová práce řeší problematiku evakuace obyvatelstva ve vybrané lokalitě. V teoretické části jsou definovány základní pojmy, právní normy a další nástroje vztahující se k dané problematice. Dále práce popisuje evakuaci z pohledu rozdělení, plánování, nařízení, způsobu a průběhu provádění a zabezpečení. Praktická část se zabývá analýzou evakuace obyvatelstva města Uherské Hradiště, ve které rozebírá ohrožující mimořádné události prostřednictvím rizikového kalkulátoru RISKAN. Dále je v diplomové práci uvedena struktura krizového řízení města a pomocí SWOT analýzy je provedena připravenost systému protipovodňové ochrany města. Aplikací Iskikawa diagramu je zpracována evakuace obyvatelstva z důvodu povodně. V závěru praktické části je zhodnocen stávající evakuační plán města a vypracován návrh evakuačního plánu pro řešenou lokalitu, včetně zpracovaného Check listu pro starostu města a přijímací středisko.

dc.description.abstract-translated	The diploma thesis addresses the issue of population evacuation in a selected locality. The theoretical part defines the basic concepts, legal standards and other objects related to the issue. Furthermore, the work describes the evacuation in terms of division, planning, regulation, method and course of implementation security. The practical part deals with the analysis of the evacuation of the population in the town Uherské Hradiště, in which it analyzes threatening emergencies by using the RISKAN risk calculator. Besides, the diploma thesis presents the structure of the city's crisis management and the SWOT analysis is used to prepare the flood protection systém of the city. The application of the Iskikawa diagram processes the evacuation of the population due to the flood. At the end of the practical part, the current evacuation plan of the city is evaluated and a draft evacuation plan for the solved locality is developed, including a prepared Checklist for the mayor and the reception center.
