Diplomová práce popisuje institut ombudsmana s cílem poukázat na nedostatky spojené s touto funkcí. Teoretická část obsahuje popis historického vývoje ombudsmana a jeho cha-rakteristické znaky z obecného hlediska. Na základě právních norem, upravujících tento institut, je následně srovnáno konkrétní pojetí ombudsmana v České republice a Slovenské republice. Praktická část se věnuje rozboru podnětů doručených ochráncům práv a v závěru komparaci vybraných stížností. |

This thesis describes the Institute of Ombudsman in order to highlight the shortcomings associated with this feature. The theoretical part describes the historical at development of the ombudsman and its characteristics in general terms. On the basis of the rulesregulating this institute, it is then leveled the ombudsman concrete concept in the Czech Republic and the Slovak Republic. The practical part deals with the analysis of complaints received by ombudsmans and in the end shows a comparison of selected complaints. |
